What does Japan’s policy shift in whaling mean for global whale populations?

For only the second time in many decades there will be no whaling in the Southern Ocean this summer. Japan’s departure from the IWC last July is the most dramatic change in whale politics and conservation since the global moratorium on commercial whaling was established three decades ago. Nick Gales, Australia’s Commissioner to the IWC, will reflect on what this change might mean and whether whale conservation has been advanced or set back.
